I'm not currently running Windows, but if the new Edge (Password Hoovering Edition) isn't available yet as a separate download, then I'm guessing it can't be installed without the Windows update. Edge PHE probably requires things only available in the latest Windows. Microsoft may be monitoring how people like/hate the update and Edge PHE to make possible changes, but don't quote me on that. I worry the password stealing aspect of the new version will make it to macOS as well, in which case I'll have to stop using it.
