Place the blame on Cheney, Rumsfeld, and Bush. Their justifiable police action in Afghanistan was such a success, that they decided to stay and remake the country in their image. Their mistake was arrogance, that they were very much smarter than Alexander the Great, and others who failed before. I'm sure they could see their names forever enshrined in history books, as the ones who accomplished what no one before them could.

the people would never tolerate funding such a force directly, so the people ultimately fund that force indirectly and secretly..
