It is "normal" to assume that if you are given a "work contract" that you are given that "work contract" unencumbered! The work contract requires the following from its owner: 1) to provide a security deposit and guarantee work will only be done in accordance with the submitted plan 2)to expend $X,XXX,XXX on the property by a given date, and 3) to complete the work by XX date Then it is "assumed" internationally that if you adhere to the "rules" that you do have the "right" to apply for and receive the title. What you seem to have trouble grasping is that NO COMPANY on the planet has "title to minerals on a property" while they are drilling the property. What they have is the "right" to explore not exploit!! (caveat-occassionally governments will give full title to a company in a region that NO interest for exploration has ever been recorded before, rarely done) In Canada and the US you can own your property, where your home is located, but someone else can own the mineral rights to your property. So theoretically KRY could have title to the property, but not the mineral rights, or PDG could own the property but not own the mineral rights.
