China To Turn Telecoms Ministry Into Company & Colombia Government to issue PCS tender

China's leaders plan to turn leading ministries, including the Ministry of Telecoms, into companies in their own right in the government's biggest shake-up in two decades, Hong Kong newspapers reported.
ÿÿÿÿÿÿ The plan -- the brainchild of reformist Vice Premier Zhu Rongji, a former protege of Deng Xiaoping -- reflects a desire to reduce the government's role in the economy and should make it easier for domestic and foreign companies to obtain approval for new business, analysts said.
ÿÿÿÿÿÿ Plans to change a handful of ministries -- possibly including the telecommunications, power and chemicals departments -- into companies could also encourage more of them to raise funds by listing their businesses on overseas stock exchanges, analysts said.
ÿÿÿÿÿÿ It could also give them more scope and incentive to sell new assets to the Hong Kong-traded units they already own, including China Telecom (Hong Kong) Ltd. and China National Aviation Co.
ÿÿÿÿÿÿ "The driving force for this change is that after 20 years of economic reforms the government's role has radically changed, but its structure is pretty much the same," said Xu Xiaonian, Merrill Lynch & Co.'s China economist in Hong Kong. "It's time for smaller government."
ÿÿÿÿÿÿ If the reforms of China's State Council -- effectively the cabinet -- go through, they will constitute the most sweeping changes to the structure of the Beijing government since Deng Xiaoping's rise to power in 1978 ended the Cultural Revolution, Xu said.
ÿÿÿÿÿÿ Zhu wishes to increase the power of two subsidiaries of the State Council, the State Planning Commission and the State Economic & Trade Commission, the two bodies responsible for approving most new factories and investment in China.
ÿÿÿÿÿÿ The exact details of the plans remain vague. The Economic Times reported that Zhu plans to make the Post & Telecommunications Ministry and the Ministry of Electronics Industry into two state companies.
ÿÿÿÿÿÿ Sing Tao newspaper said both ministries would be combined with the Radio, Film & Television Ministry into a new national electronic information commission.

Government to issue PCS tender

Colombia - SABI via Individual Inc. : The Colombian government has readied the decree that regulates the use of PCS (Personal Communication Services) in the country and a concession tender soon to be issued, to select six operators to set up systems in three zones (Oriente, Occidente, Norte), and invest between US$550mil - US$650mil to gain concessions. Operators will have to be connected to a single network (Band A or Band B) for national coverage, and the date to start up the services is September 1999, using a technology still to be defined, but likely to be IS 136, compatible with the existing cellular services in Colombia. The tender is open for all investors, and operators will have to have a minimum 30% stake in the hands of national groups.
