Not to be cruel, but feeding bums is a lot like feeding pigeons... the more you enable bad behavior the more you get of it.

I'd MUCH rather give to the food banks where they can get help. I'll be 33 years clean and sober Sunday (one day at a time) and you've never seen me give any intoxicated person a handout but I've sure done a lot for centers that will help them if they do the first step and admit they need help by walking in the door.

Here food insecurity is an even bigger problem in that sober people on the minus two sigma of the life skills distribution are suffering. They try hard and just need a hand and that is where the food banks are great.

The process in the Bay Area is so corrupt that I'm of a mind now to recommend the super liberals use eminent domain to take empty office space from the builders, pay them market rates, and then convert the space to dorm style housing. Then enforce the no intoxicated in public laws and move all the people off the streets into these dorms. Perhaps buy a cruise ship to turn into a hospital ship and let all go onto that and get free drugs and booze while they get their health back then offer services to get sober and move into transitional housing in the former office buildings.
