Not if the power is elsewhere - when computing work is done - it is either computation expensive at the front end (like encoding an MP4 video) or it is computationally expensive at the user end (you, zipping your entire 4 TB backup drive).

The miners don't have to work in China. And - there are lower energy algorithms. A change in approach like steganographic encryption is simply a secure layer between the Great Firewall of China and the rest of the world where crypto ledgers remain legal.

It seems very possible to disguise ordinary transactions as something else - it has been known to have been done pretty silently and with low computational overhead. I would gladly demonstrate embedding a QR code in a picture of a moose that no one would know was there unless they knew how to look.
