What services is the Federal government going to provide to that taxpayer for the wealth they want to tax? The primary service the federal government supplies is our system of courts with it's enforcement of contracts. There would probably be no wealth to tax without enforcement of contracts and money exchange. I think most of it take it for granted that people will pay their bills or they can be sued. There is a lot of infrastructure to make that happen.
