SO do the wealthy neighborhoods rely on private schools?

In our district, to be "more equal" across the state, they take property tax money from us to give to other schools and also have "bake sales" to raise money. The elementary school near me has a $3.5M a year fund raising goal and we have an extra $850 a year special assessment just for education.. that we can drop when we reach 65.
