It's a deceptive chart that you showed. Either courts cost nothing, or someone else besides the city budget is paying for the court system.

Of course, making sure the poor stay out of the wealthy parts of the city unless they are cleaning a house or blowing leaves around. Don't forget the money spent for zoning and zoning enforcement too when it comes to keeping the poor at bay.

I'm not saying it isn't nice to live in a nice clean neighborhood where you don't have to think twice about going out of the gate to get the newspaper. I'm just saying that those who benefit from the system should be paying for the system. Right now the Toronto chart makers seem to be trying to hide the budget, not report it.
