it is much cheaper to provide community centers, subsidized daycare, and so on that to keep people in prisons.

It may be cheaper on the whole, but it would be a problem for the companies that run the prisons and bribe the public officials to keep the laws just as they are.

A system of bribes and corruption doesn't work well when most people have their needs and perks addressed anyway.

Numbers are notoriously hard to come by, and I have stamps to organize so I don't want to spend the time.

The reasons are easier. In every cooperative effort there are places where work is done and places where the rewards are collected. The people who can position themselves to be where the rewards are collected have many more opportunities to allocate additional reward to themselves, or in more complex schemes to others in a cartel.

In the US there is a great deal of infrastructure in place to ensure that those who have wealth to put into the cooperative effort will have control over who receives the rewards, even who can remain in the cooperative. This is completely regardless of what else transpired to turn the effort into rewards. That infrastructure, to preserve that wealth from foriegn or domestic claims is probable the most expensive array of activities in this country.
