Private companies don't do a good enough job of distributing the profits.

The government is the obvious choice to police a distribution because it is popularly elected and so beholding to the electorate.

Well, it could be beholding to the electorate with some reforms that ensure elections are not handled by partisans. There needs to be voting by all, (I really mean all including criminals, insane, and tax avoiders -- If there are too many of these people in the mix then something else is wrong with society. They should be a blip in the results. The important thing is that there is no avenue to exclude a possible voter for any reason)

Then there needs to be a professional, public, voter administration. Like courts or military it would make every effort to be non-partisan or at least have too many checks and balances to corrupt an election. Forget that distraction that it has to be run by the states, but maybe give the states an audit role.

With real elections then government decisions can be less corrupt.
