When the US constitution was drafted, they clearly meant the white property owners by "the people." But the fact that it was not articulated as such, possibly as a marketing strategy, meant that to this day disadvantaged people have been able to use it to further justice and equality. That is basically the history of the civil rights in the US.

The same thing can be done with other parts of the system. This is slow grinding work, which is why nobody wants to do it. But at its core, there is a simple message: people should pay for what they use. Having a vague list of cost and benefits is how those in charge get to reward their cronies. It was not coincidental that I insisted on the government articulating what they will spend the money on and who benefits from it. That precision is one of the best weapons in the people's hands.

And as I said, clear and concise articulation leads to exposing ugliness that the powers that be want to hide.

This approach is also taken up by some progressive organizations. I saw a quote the other day that said something like, "Are you willing to have your child die so that Georgia can remain independent?" It is this kind of concrete cost/benefit analysis that leads to fixing the system.

Incidentally, this is one of the reasons why the defense complex did not like Trump. They were frustrated when he asked for cost-benefit analysis. There were many things wrong with Trump. But using the cost-benefit framework was not one of them. And he was great when he used it instead of using his gut.
