My point was that if the wisdom of crowd is rubbish, how come throwing darts often outperforms the experts? Why does index investing do better than most calculated positions? This is just one example. There are many others.

Wisdom of crowd doesn't mean that the crowd can be used for everything. You cannot do open heart surgery by taking vote for the general public. But there are many areas in which it is superior to the expert knowledge. Governance and policy is one of those areas.
