The super wealthy move to Texas or Florida when they've had enough.

Part of the problem is that the super wealthy play one area against the other. That's a symptom of the problem with wealth inequality. The real problem is that it works. The poor realize they can be stomped on like a bug, and that fuels resentment. A flattening of the results of prosperity would make people merely envy the richer, not try to undo them.
