You can try to explain it away all day long, but there is no reason the provocateur would be let off scot-free... YET!!!!!!! He has not yet been let off scot free. ...while the fools who followed his instructions... Again, investigations and prosecutions require putting a lot of things together. They don't arrest people not caught in the act until they have their ducks in a row enough to secure all related convictions, not unless the party is dangerous or a flight risk. The fools you mention had simple cases. Didn't take a lot of ducks to convict them. Don't expect me to explain that again.
