FWIW: I had too google exactly what NPIs they are talking about, but its essentially saying that the only chance to stop Omicron from spreading is to shut everything down again. But of course that won't work, the only reason it worked for SARS-CoV-2 is that it was far less contagious and far more localized/contained.
