There were people to treat in NY in March of 2020. What there was in March 2020 was a declaration of National Emergency by Trump with billions of dollars made available to those who said they were treating covid patients. Also, that is when the University of Minnesota began their own clinical trial of Hydroxychloroquine. They also showed that there was no benefit to the drug. twin-cities.umn.edu. It was later shown that use of HCQ created heart rhythm problems. Sounds like a case of insurance fraud.
