Russia isn't reacting, Russia started the whole confrontation going back to forcibly grabbing Crimea and intervention in west Ukraine. In doing so not only did it invade another country, and one it had specifically pledged to respect the independence and current boundaries of (even pledging not to use economic pressure let alone armed force) it also created most of the movement within Ukraine to want NATO membership.

NATO membership of Ukraine would not be a serious threat to Russia, because NATO isn't as an alliance is defensive. It definitely wouldn't render Russia indefensible.

It also is an issue that never would have came up in any serious way (and even now is pretty much a non-starter so not even vaguely a real justification for anything Russia is doing even if such membership was somehow nefarious and/or threatening) without Russia's attacks. If you don't like countries seeking alliances against you then don't bully threaten and attack them. Ukraine has as much right to its own security as Russia does, and its security is far more threatened then Russia's.

You have one country invading another and taking some of its land, while having a continual low level military intervention for years. Then it presents the threat of a much bigger invasion. All supposedly to stop NATO membership that wouldn't happen anyway, and wouldn't have even been talked about much without Russia's previous actions. Then on top of that Russia isn't just demanding that Ukraine be explicitly off limits for NATO but that NATO weaken the defenses of many other countries all while Russia has its forces closer to them.

Its all basically pure unjustified aggression on Russia's part.
