off topic, hugh, i don't know about govt "business" - i actually hate to demean business by associating it with govt. ;-) i spoke only for the private sector and only from my observations which is obviously a very small piece of the whole pie. the problem with regulations is that people are smart and very often the programs do not even help those who they are supposed to help. for example, i bet you know of competitors who put a woman or minority in an ownership position so they could get said contracts. i do agree the current system sucks. i do not agree that a free market is fair b/c i've seen racism in action many times. people like to work with those they identify with (all people, not just the majority - it just so happens that the majority owns more business and has more economic power). i've also been victim in the workplace to what i strongly feel was discrimination - though it wasn't based on color. man, it made me mad. i thank my lucky stars that i had a good solid base and background to bounce back from it and move on. however, this was one incident and encompassed a small portion of my life. i can't imagine being immersed in it. as someone who does a lot of process work i know that you can't focus on the effect - you must deal with the root causes and the effects will take care of themselves over time. obviously, this is easier said than done. many kids do not have parents who instill education and hope in their kids as mine did b/c of their own life experience. you can offer such a kid a blow 'em out education and they may not even want it or care. that is why i say poverty of the mind is the worst kind of poverty by a factor of 100. i don't know how to solve it. one of my friends, who was middle class, got a free ride in college b/c he was like 1/8 native american. of course, he drove his own brand new car to school. something is wrong with most systems b/c people are smart and they play the system. hugh, i do wish you luck in your business. i hope, inspite of the current system, that you are successful based upon your merits. btw, in the govt procurement system do they actually have quotas or do they say they choose the minority company with all else being equal? i know that application can be a lot different than the intent, but i'd like to know what their stated intent is. tia..
