Our rates are probably a tiny bit for the actual power 2¢ to 6¢ for the actual kWhr and the rest is subsidies, incentives, etc. "Rich people" who go to solar using government subsidies to help pay for it were able to offload all the costs to carry low income users and subsidized rates for EVs without solar... to the point now "they" want to charge solar people a monthly tax to be connected to the grid much like we pay for water.

It is such a political mess of BS that the news stories neglect to mention that a good percentage of the state gets subsidized rates. They also have pension costs to cover and a whole mess of law suits. Rich folks with enough land or roof area are buying solar then getting NG or diesel generators to back that up then get off the grid if possible.... leaving more and more "regular folks" to cover the costs of the subsidies and incentives...
