Having read the talking points now, I am puzzled as to the source. Indeed it has been reported that Lewinsky failed an elementary PR writing test. The positive spin represented by the memo would seem to more than qualify her for the job of a PR person, if she did in fact generate the copy on her own.

On the flip side I agree that this isn't a very lawyerly outline. Disappointingly so, if you consider the caliber of lawyers one would expect to be drawn to Washington. (I am of courses not referring to their morals, just their abilities.)

There is, however, one lawyer in the White House that isn't likely a very good practicing attorney, namely the President. I would be surprised in the extreme, if he actually penned it himself, but a reasonable speculation might include her less than perfect imprint imposed in her translation of his less than perfect phrasing. Jmo.

Good point. Though I think that if I were a lawyer I wouldn't write them down (up?) at all. Much too dangerous. Could Monica have written them herself after receiving verbal "counsel" from a lawyer? Though again, if I'd been the (highly unethical) lawyer in question I'd have told her not to put anything in writing. But then perhaps he couldn't imagine she'd be that stupid.
