No, I do not think so. I think under conditions of freedom, to the contrary, they should have been a lot better off. But - their successive governments preferred to cut off Russia as a market - the outcome being that they have less business. Hopefully, it may turn around.

The same happened in Crimea - for decades, they had no tourism from Russia. I have no idea what is the situation in recent years - but read that the middle class Russians who go on vacations have discovered that Turkey has better resorts, better services - and often, cost less. So, it could be that this train already left the station.
