I don't know what Mr. Lira means, since he only used the words you quoted. I wondered the same thing myself, but my take is that he heard or read it from a reliable source, but couldn't find a link to media backing up his assertion. He was therefore being extra careful to point out that it was his assertion, which needed further examination. He's been careful in a lot of his videos to make sure people fact check him - don't take his word on things.
