Every other European energy purchaser agreed to exchange their currency - and pay in rubles.
I'm pretty sure that is not true. In fact I haven't heard of any of them paying in rubles, the EU called it a violation of sanctions to do so, and Russia even backed off a bit (other than for Poland and Bulgaria) and said that the transition to paying for rubles might be delayed or gradual.
