Policy clearly makes a difference. Yes it does ! That is why the "swing" producer of oil, the one place that can just turn a valve a little more and solve the oil shortage is not located in the west, or apparently owned by western oil companies. I'm referring to Kuwait/Saudi Arabia. They have been setup up politically to be extraordinarily resistant to pressures to align their production with US policy, but extremely compliant to the policies of western oil cartels.
