I have not studied the refineries angle. I have heard that the problem is the mismatch between the type of oil we get and the kind of refineries that we have. If that is the problem, then the solution is either or both of retooling refineries or importing the right kind of oil. I don't think retooling would take 10 years, Perhaps 9 months, but again, I am just guessing.

Also, if you really wanted to, you could get reined gas from Iran, VZ, China, wherever. Put it on ships and bring it over. I know the geopolitics of it are not good. But hey, we live in an imperfect world.

Put a lot of new units online under 3 years, modular construction works, when you farm out production worldwide, land it on the gulf coast on a barge, weld it together mod by mod.

A lot less refining capacity. Nobody wants to build a plant. Takes 10 years and all sorts of capital, then you have to wait even longer to get a proper return on your assets. I believe because of covid there were issues globally as well w/China/shipping/shutdowns etc.

EVs growing and uncertainty of any political backing in this environment enduring beyond 2 years...who wants to deploy capital in this manner?
