Let me give you a way to think about this- in Germany, Norway and many other countries, college is free- even to non-German citizens (even to 'Murricans!). Why you ask? Because Germany and Norway came to realize that people who went to college often stayed -50% of the non-Germans remained in Germany- and contributed to their GDP. So the "giving back" thing comes from having more productive citizens- it's the best giving back one can have- otherwise you end up with a nation of ignorant bumpkins and some of those want to elect an ignorant bumpkin like Trump to make them feel better about their ignorant, bumpkinass selves.

So there's that.
