always has to be pushed, but seldom leads. That's what I used to say about the Clintons. They'd finally do what was right, just so long as I found a way to trod on their feet hard enough. . It's not that way with Republicans - they'll almost always do what's wrong for the country wholly unprompted - and with a perverse glee that's confounding.

He can//might have already ordered the bureaucracy to put solar on the roofs, and to buy EVs. He can order the military to build for resilience.
