Last week I had an interesting conversation with a friend who used to manufacture products in CA and sell them out of his shop. Environmental regulations and low cost labor overseas put him out of business and he wasn't happy just selling the foreign stuff. He went to work as an engineer for the county water department. He said the amount of waste in this department that is a profit center is astounding. He said he also learned to keep his head down and mouth shut because any suggestions on how to improve things makes someone else above look bad which hurts your career. I remember taking US history in the late 1970s at UC Berkeley where we studied why we lost in Viet Nam... soldiers on the ground could not say what was wrong up the chain without destroying their careers... same crap. It is one of the reasons I'm Libertarian rather than Democrat or Republican... big government no matter who is running it becomes corrupt and inefficient.
