He will have delivered the people from the grave danger and has fully vaccinated the population. Not having the prior background on this and before reading your second point, I have to admit my first thought was not that you were talking about China. :) I think a similar blueprint has been followed by most countries and their leaders. Sweden would be an obvious counterexample.
