Because the Japanese people had been prepared to fight city by city- all of them. They'd dug tunnels into hills in all the cities. They were going to fight for their island and their emperor. But if we'd blockaded them, they would have had to give up. But it would have taken time and we couldn't have used our shiny new weapon- such fun! What an experiment! Also, in Japan, many of the military installations were in cities- at ground zero or near to it was a large military compound in Hiroshima.
