At least it gets better around this time every night (except on weekends).
I've talked a bit with my ISP and they confirm it's work being done on the big pipes.

I could accept having to put up with occasional slowdowns but I get a little worried when I recall the recent comments of WorldCom's COO John Sidgmore:

"Bandwidth needs to double about 10 times a year, said Sidgmore,
who spoke during the NationsBanc Montgomery Securities Conference.
"The communications network of the 21st century will be built to support
the computer-to-computer world, not to support human interaction," he said.
"To get to grow 1,000 percent [a year], the technology doesn't exist today. ...
Don't get depressed. We will find a way to solve this."

Of course some of the costs involved are starting to hit home. IBM just dropped their unlimited usage and AOL upped their rates by $2/mo but the slowdowns will continue.

On a different subject it's been a very trying day for me trying to use the net.
Another talk with my ISP, they said this mess is hurting a lot of people's business.
Apparently Sprint pulled some OC-3s offline the other day for reasons unknown.
