Here is a good chart of the NYSE Up and Down Volume over the last 20 Years. It shows the retest in 2003 and 2009. Higher low in 2003 and lower low in 2009. The volatility index sure has not moved as much as I would expect prior to forming a major market bottom now but whatever.

2016 was a February bottom. Quick retest and lower low. The Fed I believe did make a pivot on money supply then:
