She is saying that yes, this is a good bill, but I don't personally benefit from it so I prefer to score an easy point as a fiscal conservative.

What makes this a good bill is that 75% of the spending is meant for leading edge tech. Also, they are not wrong that there is a national security need for it.

The flaw is that companies will have to promise not invest in China for the next 10 years, not even for mature chips. So I am not sure how many companies will sign up for it. Of course Biden can always kill the Chinese market for them by restricting exports (and he will formalize that). So perhaps they don't have much of a choice.
