That's exactly what happens on my account. I think they do that because they want you to have as much buying power as possible, which makes you buy/sell more, and that gives them more commissions. It isn't a big deal, as long as you are aware of it, but it can certainly get you into trouble if you are not.

I wish there was a way to specify whether you want to buy on margin, or from your cash account, like I can with my regular broker.
