We can send them weapons, food, fuel, intel, whatever they need. But they have to be willing to fight and die for their own freedom. If not, no amount of USA effort will work. You cannot force anyone else to be free. That is a logical absurdity, and never works. Some people, some nations, have no desire to be free.
