You are correct, the Supreme Court decision on abortion has returned power to the States. But McConnell has made it clear, he considers that just a stepping-stone to a national ban. Allowing each State to decide their own social policy is not the Republican goal. The goal is to impose conservative values on liberal States. Democrats, of course, try to use the power of the central government to impose liberal values on everyone. This guarantees, every time the Feds make any decision on social policy, at least 40% of the citizens are outraged.
