They also don't have much water. At least they'll be able to travel to Sacramento in 90 minutes, so that they can pick up their welfare checks in person.
Another problem that is by design. Keep the disenfranchised farmers in California dependent on welfare. Satisfy the greenies who are against any major water projects like new reservoirs or desalination plants.

The fact that a huge majority of Californians can live, work, and grow food on what should be arid land is the result of the very water infrastructure that the lefties continue to resist.
