The failure quote was in the LA Times. There is a link within the messages posted here yesterday.

My take on the quote does not suggest that the test was a total failure. I don't believe the word total was used.

In the context of the quote, the president said that the test was a failure because they didn't get 100 miles per gallon.

In other words, the test objective was to achieve 100mpg and failing that, it was a "failure" in a very strict interpretation.

This is a valid observation by a disappointed participant.

Does it invalidate the entire exercise?

I don't think so....
