The trouble with returning it to the states is Newsom here in California is using it for political advantage to run at the national level. That is it seems he wants to make abortions available in CA FOR FREE for those who can't afford them so there could be a new industry to transport women here for free health care that the rest of us in CA will have to pay for. It is much like CA shooting our feet off being far more "green" than the rest of the country where it is super expensive to live and manufacture goods here due to the super high cost of energy... that will get even higher as other states take advantage of using Coal or NG for power to attract industries we invent. So we import costs while exporting revenue sources.
