To be honest, Rick Perry came off to me as a dumb azz too... the GOP equivalent of Biden. I didn't see any positions in that resume that were not political other than his military service... which is political to get any rank where my guess is reaching the Captain level in 5 years is good I think.

Looking at the history of the position... given its importance it seems most recently go to career politicians

The last one with an impressive resume is probably Admiral James Watkins under the first president Bush
