Difficult to assess.. probably to the US Treasury. The ccp purchased a large % of those reserves so is it fair to say 10% went to the big guy ?

It should go to the US Treasury as would the funds from selling any US asset or collecting fees.

180M barrels x $90 / barrel is $16,200M or $16.2B.... a small offset compared to the roughly $400B charge he took for the Department of Education to pay student debt in the final month of FY22.

I wonder where the SPR release moneys go?

Do you know why the US didn't fill the SPR back when the prices were negative and Trump suggested doing this?
