Essentially yes it is. In fact, I would say all US military aid is money laundering. But in the case of Ukraine, there are details that matter and most people are unaware of it. In every country, Canada, the US, UK, of Saudi for that matter, the people have a tendency to believe the BS their government feeds them. This has been well documented by polisci researchers. And all governments abuse this privilege to lie to their citizens.
