Clinton Lawyers Forge Alliances With Key Prosecution Witnesses

WASHINGTON -- Lawyers for the president are using a "joint defense
agreement" to communicate with lawyers for several key witnesses that
prosecutors believe have potentially damaging information about Mr.
Clinton's relationship with Monica Lewinsky.

The agreement -- a confidentiality privilege that is often used in
white-collar criminal cases -- lets lawyers for the president talk to lawyers
for other witnesses without fearing that details of the talks will be disclosed
to Independent Counsel Kenneth Starr.

Defense lawyers and legal experts say the talks among attorneys mean that
these witnesses -- including the president's personal secretary Betty
Currie, steward Bayani Nelvis and aides John Podesta and Ashley Raines
-- have legally allied themselves with Mr. Clinton against Mr. Starr. That
makes Mr. Starr's task significantly more difficult.

The White House has acknowledged that private lawyers for the president
and lawyers in the White House counsel's office have debriefed lawyers
for several grand-jury witnesses after they testified. White House
spokesman Joe Lockhart declined to answer questions about use of the
joint defense privilege.

The agreement lets Mr. Clinton's defense team gather information about
the progress of Mr. Starr's investigation and build a united front against
prosecutors, who are seeking testimony that corroborates allegations Mr.
Clinton had an affair with Ms. Lewinsky, a former White House intern,
and then asked her to lie about it under oath.

The agreement reflects the strong ties between the president's lawyers and
Ms. Currie's attorney, Lawrence Wechsler. Mr. Wechsler was one of
several lawyers whom presidential attorney Robert Bennett proposed to
White House Counsel Charles Ruff as candidates to represent Ms. Currie
and other aides who have received subpoenas from Mr. Starr. Two
people involved in the matter said the White House counsel's office helped
arrange representation for Ms. Currie. Mr. Wechsler, a longtime friend of
Mr. Bennett who has worked with him on other cases, was traveling and
didn't return phone calls.......
