Mr. Kunkel:

At a time when the retention rate is, by your own admission, declining, why embark on a new yardstick of "revenue per account"?

One of the problems afflicting this stock's performance has been management credibility. At worse, PSINet is attempting to obfuscate a troubling trend by shifting the goalposts. At best, it is an example of management's tin ear towards how the market will receive company actions and statements.

Whether naivete or duplicity, neither speaks well for management's judgement.

<Finally, we have noticed an improvement in the customer retention rate over the past few months, although it has clearly not been as high as in previous years or months (prior to about June of 1997).>

David,

Thanks for clarifying what was, unfortunately, a summarized value on the statement and for being able to comment on the recent retention rate. Any factual information is useful here!

Regards,
Dave

Mr. Kunkel,

You have stated that because of your association with PSINet you "can't give out material inside information, nor other sensitive or strategic information" in your postings to this message board.

As Senior VP and General Counsel of PSINet, do you find the frequent posting of information to this message board by Kathleen E. Duffy, who is reportedly the wife of PSINet Chairman, President, and CEO William L. Schrader, to be inappropriate or unethical? And, considering Ms. Duffy's close association with PSINet, under SEC regulatory code could her postings be considered illegal attempts to unduly influence the market price of PSIX?
