Well, they COULD be out talking to other major resellers, carriers and ISPs
BUT I know they're already doing just that. As a matter of fact they recently added?/assigned an employee specifically to handle ISPs.

I don't know why it takes so long to sign agreements with resellers but it does.
I do know the work has only begun once you sign them.
