Infrastructure seems to be inadequate everywhere, even in the Bay Area, but if the flooding is historic, it's the thingy. In the meantime,
First of all, the piss-poor infrastructure in the Bay Area isn't nearly at the level of North Korea. At least not yet.

Second, North Korea has suffered floods before. In fact, it seems to be a regular thing for them.

Third, how is South Korea not experiencing the same civilization-debilitating climate changey effects that North Korea is experiencing? They're right next to each other, you know.

The answer is simple: The best way to deal with that climate changey thingy is to adapt to it.

South Korea did it by entering the modern age and using fossil fuels. They even saved their trees that way:
