Today's heat pumps are much more efficient than those in the past, and usable temperature range is much greater as well.

As to ROI - that wasn't a major concern as the house was very uncomfortable in the summer even with ACs in the window - whose noise during the night made it difficult to sleep.

The heat pump units are fairly quiet as the main noise maker - the compressor - is outside.
Even when heating - I've lived with steam and water circulation systems before and this is quieter.
