... where they continue to use carbon energy... This isn't a zero-sum game. If we become carbon neutral and China doesn't we still win, or more precisely we don't lose as bad as if we all keep ramping up the heat in the atmosphere. Global warming is an economic disaster that is only going to get worse. A carbon neutral policy is for the American economy and if Russia and India aren't ready when the carbon industries collapse that will be their problem. It doesn't have to be our problem too.
