More like "the program that was supposed" to start "to fix America's crumbling infrastructure." Some of it was spent in my county. == "This is why every time someone claims that a president 'fixed bridges,' I see that as a red flag." Rat thinks it's better to see figurative red flags for fixed bridges than actual red flags after the bridges fail.
